Hi Charlie, if it's a local 'club' ride e.g. a Thursday evening club race organised by PNECC or Fareham Wheelers, you turn up at the indicated 'HQ' (sometimes a community centre or car park) sign-on; pay a fee of a few pounds; get a race number and that indicates your position for starting. No licence required. The number goes on your jersey so it is visible when you're on the drops from behind. The start point may be a short ride from the HQ so ensure you turn-up early enough to ride out to it (and ensure you warm up prior to your start time too!).
You need to be familiar with the local courses (hence the gpx files listed to help you 'learn' the route). PNECC sometimes get marshalls if we have enough volunteers, FW often have marshalls, nevertheless you need to know the route for your own safety really.
For non-club events e.g. CTT South events you need to enter about 2 weeks prior to the start or observe the closing date. The easiest way is to contact the TT Secretary (Sheila Martin) and the form will be completed and sent off in time - these do not have on-the-line (on the day) entries normally. Club colours also will be worn. It doesn't hurt to take a look at the CTT website
http://www.southdc.org.uk/ is our regional part of the CTT organisation. Often for CTT/PTTS (local club's series of races) PNECC will try and incorporate the route in a Sunday club ride or similar - keep your eye on the forum.
As a 16 year-old you will be classified as Junior (16-18)
Hope that helps. Remember you don't need a fancy bike, something road-worthy and safe. You will see some 'machines' there but remember primarily you're racing yourself against the clock, and of course enjoying yourself.
