I managed to put a hole in the knee of a new pair of biblongs last year and I found a lady who was able to make an effective patch using material from another old garment. The repair seems to be good and only cost me a few quid so I am happy to recommend her. Depending on the repair needed, the best thing is to provide a donor garment although she has plenty of black legging-type material. Her contact details are:
