Mooching about supermarkets and such, like I do, I have spotted a few things:

Wilkinsons stock alloy bottle cages for £2.99 and brake/gear cable inners for around £1.20. They also have a wireless cycle computer for £15.99.

Tesco stock mini LED lights for less than £5 for the pair. These attach to any bike by means of of an elasticated strap (included) which is just long enough to go around a fork blade, seat post etc. and are small enough to have in your back pocket when not needed.

It is always worth checking out your local Lidl or Aldi when they put a leaflet through your door saying that they will be stocking bike stuff on a certain date. I've bought a compression top, shower cape, and a decent under-saddle tool bag (complete with tools) for silly money i.e. about £3 in the recent past.

Cateye lights are good, I have a beaming front one that makes signs light up from about 100mtrs away. Have it on stobe setting to preserve the battery life. A a rear that has multiple settings.
LED's are the way to go, they last a lot longer and emit a far brighter visible light.

For commuting, two sets are best.
